  7.     Nuclear proliferation and peacekeeping efforts top the
  8. official agenda for the Manhattan summit meeting next week of
  9. the five permanent members of the U.N. Security Council. But the
  10. real reason that Britain, which currently heads the council,
  11. called the summit is to resolve the question of who controls the
  12. Soviet Union's seat. Germany and Japan have been pressing for
  13. permanent membership, and there have been calls for a European
  14. Community seat. British Prime Minister JOHN MAJOR wants neither
  15. to expand the membership nor to dilute Britain's influence by
  16. adding the E.C. vote. Major's solution: lock up Yeltsin's claim
  17. to a seat for Russia as quickly as possible.
